Location guide
Moorings in Wroxham are on the River Bure in Norfolk, in the Norfolk Broads, with Hoveton on the other side of Wroxham Bridge. Long-term berths are in boatyard basins and small marinas on both banks. The bridge is low, so a boat's air draught decides whether it can be kept or cruised upstream of it.
The Broads Authority is the navigation authority. A boat kept in its navigation area or adjacent waters for more than 28 days in a tolls year needs an annual toll, and adjacent waters include marinas and dykes. Owners also need third party insurance and a valid Boat Safety Scheme certificate.
Landamores describes Wroxham as having bus and train links to Norwich, North Walsham and Cromer, and Bridge Broad Marina as a short walk from the shops in Hoveton.

Yes, if it is there for more than 28 days in a tolls year. The Broads Authority counts marinas and dykes connected to the rivers as adjacent waters, where boats need an annual toll just as they do on the river.
